Yes, and it comes from Eodon, which makes it somewhat hard to get. D:

Ah ok. Found some info about it.
It doesn´t seem like doing a quest is necessary however. Only killing stuff in Eodon. Like Myrmidex, Vice and other weird creatures. 
And it drops in your backpack.

I locked down one with markers mark and one just without the marker with a book on top in loothouse. .
You will need Sara Dale to unlock it.
