City/Town Buff

I have declared my city loyalty. When I try to give ingots to the Town's city herald, I get this message from him: "I'm sorry, My inventory is currently full and I cannot accept that.

What am I doing wrong?

Which town did you pledge loyalty to? The governor can give back anything you dropped on the guy near the stone
