Due to the Governor meeting at 3:30pm this Sunday, the White Council will be patrolling the towns at the earlier time of 1:15-3:15 pm Eastern.

Times are (I think) always Eastern unless otherwise noted.

So, gold build day is Saturday and the meeting is Sunday.
