I traded a very very similar bracelet to William Wallace/Papa Georgio for a CBD actually :)
I sold the following bracelet for 100k
1/2 with 15 tame and 5 enhance pots for 100k.
Having mage cast mods, max enhance pots, and a bonus of 26 skill points would make this a 3- 400k item imo.
