Title: Is this Axe any good?

I am fairly new to crafting and have no idea if some of the stuff I am making is any good. The weapons are a bit confusing to me right now.
I made a few axes tonight. Is this one any good?

Wepons especially a 3.5 second wepon need swing speed increase. Other than that it;'s a decent wepon If it had SSI.

Im also a little lost when it comes to all this. So where is the cutoff for need of SSI? 3.0? I know its always nice to have, but hell if ya had a 2.0 with no SSI but higher HCI thats gonna be better.

I have an almost identical ornate ax Troop

Sadly..without SSI it isnt what it could be :'(
